What does "Unanswered" mean?

I thought "Unanswered" was supposed to display posts which had not yet received any response, i.e., zero comments.
But that doesn't seem to be what it shows.
It also doesn't show all the posts which are not marked with Accepted Answers.
Is there a bug or am I missing something?

Quicken user since version 2 for DOS, now using QWin Biz & Personal Subscription (US) on Win10 Pro.

    If the comment/answer provided does not resolved the issue, it is unresolved and hence should go back in the 'open' queue if the OP rejects it.  One could argue that there should be two categories of Unanswered and Unresolved automatically [and I am sure Quicken has thought of that] and determined to leave it up to the OP to take action.
