Reinstalling Quicken 2016 on new machine - error

Please check internet connection and retry. [ERROR : NAME_NOT_RESOLVED]

is the error I receive when installing Quicken_Deluxe_2016.exe version on a new machine. Windows 10, up to date. The Quicken Program opens, and I am able to enter the password to my Quicken File, the password is accepted, but then this error occurs and I am unable to use the program. Clicking retry does nothing.

This is the original file I downloaded when I purchased this Quicken version in 2018.
