If less, or more, of the budgeted amount for a category is spent, how do I automatically add or subtract the difference to the next month's balance?

As John says, Quicken Mac doesn't currently have the functionality you're seeking to do budget rollovers. There's a longstanding request from customers you can read about in this thread for such functionality to be added. You should add your vote by clicking the gray triangle under the vote count in the blue box.
Meanwhile, the only way to accomplish what you want that I can think of is to manually edit your budget at the end of a month. So you could decrease your December budget for groceries by $100, and increase your January grocery budget (or some other category) by the same amount. Since you're presumably reviewing your budget versus actual after the end of the month, making some edits for tangible deviations between budget and annual doesn't need to be a lot of work.

Quicken for Mac isn't rollover or carryover budgeting, so you can apply the remaining to the next month. You either are above/below the goal for that month, and the next month begins anew.
If you look at the annual goal, you will see if your total is above/below the total.0 -
