I have 2020 Deluxe version for Windows 10; is it true that I will still be able to use Quicken (without online payments and other things) if I let my subscription expire. I don't use any any online features.

    Yes.  Only the Starter Edition goes to read only mode.  BUT there will be a big banner to renew at the top and on the side taking up about 25% of your screen.

    I'm staying on Quicken 2013 Premier for Windows.

    Also, many overlook that import of bank QFX files is considered an "online" activity, and you will not be able to do that without a current subscription.
