Quicken Start-up Latency
Any suggestions? I am running R31.12.

Thank you for reaching out on the community and telling us about your issue. I do apologize for the issue you're having. Is it only the startup that takes a while or if you were to try updating later on would it have a similar issue? If you were to try loading into another file would we experience a similar issue? To start off with troubleshooting here I'll leave an article down below.
