I haven't been able to download one CC account since 3/19: "CP_ACCOUNT_NOT_FOUND". My second CC (Costco card) wasn't working either until yesterday. Savings account does download, however.0

Do you have the Citi credit card set up as Direct Connect? If not, you should change the connect method to D/C which is working fine, is more reliable and is free for Citi Credit Card accounts.

Note that you have to also authorize the Quicken access at the Citi Cards website:
On the Citi Cards website hover over the Profile icon and select More Settings, and then Manage Desktop Apps.
From there you can authorized Quicken access.

Thanks. The download works now. I changed the connection to Direct Connect and added Quicken as an allowed app on the Citibank site under my profile, "Manage Your Desktop Apps." Perhaps just doing the latter would have allowed me to continue to use Quicken Connect. Maybe this is something new as for years I have been able to download for both the Double Cash Mastercard and Costco Visa.1

Right now because of the stimulus checks a lot of financial institutions are blocking the "aggregators" like Intuit's Express Web Connect (Which Quicken Inc pays Intuit for). That has resulted in these errors recently for Express Web Connect. These "aggregators" work by using an "agreed upon method" to access the transactions on the financial institution's website.
On the other hand Direct Connect is Quicken talking directly to an "OFX server" that the financial institution provides. Since it is separate from the financial website, and as such is much less likely that they will block it.
What's more by the very nature of being a standard protocol and have only Quicken and the financial institution involved it is much more reliable.
Express Web Connect on the other hand uses this flow:
