Cannot add an Investment account

I CANNOT add an investment account in my Quicken file.

When I try to create it I am getting instructions to add a personal bank account.

Can someone help?

    Please provide the version and edition of Quicken being used: select Help > About Quicken

    If you are running Starter edition, you cannot add investing accounts.
    QWin Premier subscription

    If you're not using the Starter edition then some exposition on what happens when you try to add an investment account would be helpful.

    I found that I had to select open offline configuration and I created my Investment account.

    However, can someone tell me how/if I can move/export/import investment transaction between 2 Quicken Files.

    I suggest you just export the transactions from one of the Quicken files as a QIF file and import the QIF file into the other Quicken file:  https://www.quicken.com/support/how-do-i-export-data-quicken
