Quicken not downloading transactions for an institution - using a VPN

Transactions have not been downloading for a particular institution since 08/24/2021. I applied the newest version, R36.38, Build 27.1.36.38, today. That did not fix the problem. The only thing that did was turning off the VPN. What happened on or after 8/24/2021 in Quicken? Any ideas how to fix this so the VPN can stay on (as it should for security)?

I'm using the subscription version of Quicken for Windows and Norton 360 for Antivirus/Firewall protection. The bank claims there have been no known changes since date.

Well.... can't even begin to discuss without knowing the "institution" -

  • Sorry. It's Home Federal Bank of Tennessee 'https://www.homefederalbanktn.com/'. One thing I tried was deactivating and reactivating online services for this Checking account. During reactivation, it never got to the part where it asked for the userid and password for the account. It would only let me create a Manual account. After VPN was removed, everything worked fine. It's as if VPN is completely preventing Quicken from connecting to that particular bank site.
  • I did call the bank and they said there had been no changes that would cause this. I was able to login via a browser.

Did anything about your VPN change?  Because this sounds more like a VPN issue rather than a Q issue.
And, if you search VPN in the box at the top of the home page ... you'll see that there are multiple issues with Q and a VPN.

I’m betting the connection type is Direct Connect, right?

Some financial institutions will block IP addresses that they feel that a hacker might be using, including foreign ones.
Since Direct Connect is a connection between your machine and the financial institution normally the financial institution would see the connection from your IP address, but when you use VPN it sees the one from the VPN service, which may or may not be in the US, or may be one blacklisted because hackers have used it trying to get into financial institutions.

With Express Web Connect Quicken is contacting Quicken Inc servers, which in turn connect to Intuit servers, which in turn connect to the financial institution’s website.  As such the financial institution would see the IP addresses of the Intuit servers, not yours.

  • I am having issues with Norton VPN access to Fidelity Accounts. I update my Quicken Fidelity account and ADD securities and transactions manually. Since the last update of Quicken, I am not able to get the security ID information from Fidelity with Norton VPN access activated. I have to TURN OFF the VPN connection in order to receive the securities information from Fidelity.
