The Quicken Standard Reports List on the left pane of the Reports & Graphs Center windows when I clicked on the tool button. I found the top banking and spending section were gone, can I get them back?

Quite Curious! What do you get if you click on REPORTS, Banking (instead of REPORTS, Reports & Graphs Center)?
Also, what Q product are you running and what BUILD of that product?  This info can be found at HELP, About Quicken.

The Quicken Standard Reports scroll bar appears to be missing in your environment.  I suggest unchecking View > Use Large Fonts or resizing the window to see if the scroll bar will reappear.  Otherwise, you should be able to navigate up the column using the up arrow key.

@NotACPA I am running Quicken Deluxe for Version R39.23, on Windows 11 on my new Dell All-in-One. When I click on Reports on menu, I can see all Quicken Standard Reports list and individual std reports. I do keep the older laptop with the same Quicken running, luckily.

@Sherlock I uncheck View > Use Large Fonts like you suggested, it didn't help. Still don't see Banking, Spending and Tax sections.

@NotACPA @Sherlock As my Quicken file on my older laptop contains all data for the last 20 years and takes a long time to open, I decided to start a fresh Quicken file on this new PC Windows 11, it contains a weeks data. Should I back up and reinstall Quicken on the Dell All-in-One?

If you're not able to navigate up the column using the arrow key, I suggest you perform a clean uninstall, install and update.  If you haven’t already, you may want to review: https://www.quicken.com/support/using-qcleanui-uninstall-quicken
