Right now I use version from 2013. I only use it to make invoices and reports for end of year income and expenses also quarterly earnings. What is the cheapest plan I could get for what little I use it for?

Are you on Q2013?   I would stay on Q2013.  If you don't want to download or import transactions you can stick with Quicken 2013.  I'm using 2013.  It's the last good version before they started requiring an ID.

I'm staying on Quicken 2013 Premier for Windows.

Stick with 2013, anything after it utilizes an ID (Intuit or Quicken) and the only things that have been added to Q since then all deal with online features which you are doing without just fine now.

-splasher using Q continuously since 1996
    - Subscription Quicken - Win11 and QW2013 - Win11
