Where is the tax center button???

in Budgeting and Planning Tools (Windows)
I cannot locate the tax center button that is supposed to show up under the planning tab.Please help!  Thank You

    "Starter" edition is limited in scope and functionality. Go to Planning>Tax Center. If you do not see that option, you do not have the feature. To get it, you would need to upgrade to Deluxe.

    It's there in my Q 2019 Home, Business & Rental.
    What year (version and release) of Quicken do you use? What edition (feature level): Starter, Deluxe, etc.?

    The way I did this using the starter was going to Bills>Add Reminder>Paycheck Reminder and then completed the prompts. Not sure why the online Help says to use Tax Center for the starter version.(Removed-Inaccurate)
