Assuming that you had a problem similar to what a few others have reported: The installation process failed somewhere in the middle, the old Quicken is removed and the new Quicken has not finished installation ...
Uninstall / QCLEANUI / Reinstall
I recommend you uninstall the current Quicken and remove all remnants of older Quicken versions by following this procedure, using a Windows User Account with full Administrator privileges:

If you have previously used this procedure and have the cleanup programs already on your hard drive … please download them again to obtain the most recent version.
When done, reboot your computer and then reinstall Quicken from your CD or saved downloaded installation file or your account at quicken.com and allow it to update to the latest available patch release level.

Where did you purchase it and download it ?
Did the download finish completely ?What is the file name that was downloaded - what happens when you click in it ?It should be an EXE "installer" of the Quicken program -0 -
