Is there a way to create a transaction report that shows only transfers between accounts for a given time period?

Yes, it is possible to build a report based on the Transfers for a given period.

What you would need to do is when you build a New Report, you will need to uncheck all the categories minus the "Transfer" category. Once done, it will show the transactions from the one account to the transferred account.
