Reports error

Have latest Quicken version.  An un-categorized entry is reported as such in REGISTER REPORT but not in BUDGET REPORT.  Has that changed recently or am i missing a setting somewhere?.

In the budget report, click customize icon (gear icon) and click on the categories tab.  Uncategorized entries will not appear on the report unless "Not Categorized" is selected.
