Are you installing Quicken into the (recommended) default Program Files folder or some different folder? If installing to a different folder ... that may contribute to the problem.
When done, try reinstalling only the PDF driver portion: https://www.quicken.com/support/not-able-print-pdf-windows-64-bit-systems
