How to Edit or Create new budget

I have an old budget already In Quicken, but I want to create a new one. The help menu say to click on the planning tab, but I don't have a planning tab. What do I do?

On the home dashboard at the bottom, it shows a small summary of my budget, but I can't get to the full budget.

From Quicken --> View --> Tabs to show --> Click Planning.
