If I upgrade from QMac 2017, can I still use Quicken Mac offline?

If you're not using any Online Services, why do you want to upgrade to Quicken Subscription. When your subscription expires, you'll have to deal with a banner and sidebar reminding you to renew your subscription.Quicken Subscription HBRP - Windows 107

Just to clarify, even though QM2017 is no longer supported after Apr 30, 2020, you can still continue to use it, especially if you do not need to connect online or download bank data, as long as it remains compatible with the version of macOS you use, now or later.You only need to upgrade to the current version if there are new features you would like or need online functionality or need to maintain compatibility.

And if you do not like this new business decision, you can add your VOTE to Quicken Inc should eliminate or at least minimize the LARGE Advertising space used when a subscription expires.
