Updates and Norton VPN

I am unable to update to R23.18 due to the fact it will not stop the process of my Norton VPN.
Windows-Quicken-Premier.
I have tried numerous different things but nothing has worked.

What will not stop the process of your Norton VPN? Quicken does not stop anything. You need to manually turn off Norton VPN and restart the operating system, with it off, to update Quicken. Your Firewall must always be turned on.
