How do I open the QDATA SyncLog.dat file

How do I open the QDATA SyncLog.dat file generated during validation to review it later?

Synclog.dat is actually the cloud sync file and is viewed inside the program via Help>Log Files. 

The data.log file generated during validation can be viewed by going back to the validation window where a button to access it usually appears.  Otherwise it is stored in the C:\Users\[UserName]\AppData\Roaming\Quicken\Log
