If I upgrade will all the current data be saved to the new upgrade?

I currently have Home and Business 2017. Do I need to upgrade if all I use Quicken for is to record income and expenses and then run an Income/Expense comparison by category at the end of each month?

I assume that you are referring to the " discontinuation of connected services" such as downloading transactions, paying bills online, updating security prices, etc. for Quicken 2017 that will happen at the end of this month.
If you don't move to the subscription model by 4/30/20, then your Quicken application will continue to work, but you'll need to make all entries manually - no more downloading of transactions, or other related data. And, whether your go with the subscription or not, your existing Quicken file data will not change or be modified in any way and you'll continue to have complete access and control of that data/file.
