Having trouble backing up data to cloud. Get error code NOT AUTHORIZED.

Having trouble after backing up cloud file after after I back regular file. Get error message when I try to back up same data to cloud. Error code said not authorized.

What do you mean by doing a backup on the cloud? Save a backup on the cloud or just sync your cloud? To my knowledge, you can't do anything about the Quicken cloud other than sync your data.
If you have troubles to sync your data, I suggest that you reset your cloud by selecting: Edit + Preferences + Mobile&Web and "Reset your cloud data".
