SSL_VERSION_OR_CIPHER_ MISMATCH

Hello, i have Quicken 2015 Home and Business and windows 10. my usual file opens normally, but when i open a different file i get the above error. i dont use online services from banks/tax
pls advise how to open the file.

This is an issue with Quicken and your Internet Connection. I had this recently and this fixed it this way:
1. Save your Data File.
2. Uninstall Quicken
3. Unplug your internet connection or disable the adapter
4. Reinstall Quicken, BUT DO NOT OPEN YOUR DATA FILE. Just close the Quicken Program
5. Plug your internet connection back in or enable the adapter.
6. Restart your computer, make sure your internet connection is working - open browser etc.
7. Start Quicken, open your Data File - all should work fine.
