How to make windows smaller?

Certain popup windows are larger than the screen so you can't see the OK button or any other button at the bottom of the window. How do you make the window smaller?

This type of display issue is generally associated with display settings that are not set to Windows recommended resolution. See if changing Windows display fixes the issue.

I went into the Properties for my Quicken exe and ran the compatibility test and accepted the results. Now it looks okay.
