Issue with patch R28.23

Since installing R28.23, i cant report a problem from the help menu?

    I was able to report a problem from the Help menu.  It required a lot of patience for the support popup do display.  I reported the login pop-up that start with R28.23.

    i was able to report a problem from the help menu today, so maybe it's a one off problem
