Electronic payments to "link" bills only

Am I doing something wrong or is the 'new and approved' Quicken Bill Manager quick pay option (electronic payments) only available for "linked bills"? And all non-link billers/payments are at the mercy of the check pay option?

You're not wrong.  You can only Quick Pay online billers.  All other bills must be paid another way.  I use my bank's billpay system rather than Check Pay for most payments.
