Suggest you install the R29.20 Mondo Patch; that should write over the errored install and get you back running.  It looks like you received a staged release of the next version.  https://www.quicken.com/support/update-and-patch-20182019-release-quicken-windows-subscription-product

FWIW, I did manually install R29.22 mondo patch and it installed without issue and seems to function fine.  Release notes indicate a minor fix related to a buggy messaging link.

Adding- they have posted the R29.22 Mondo patch at the link above.  You can use that.
