Missing Planning tab for budgeting

I bought the full version of quicken (vR30.21) and have connected my accounts, categorized everything and am ready to do some budgeting. Unfortunately, I do not have a planning tab available. Any ideas?

    Follow up for any who have a similar problem: I went into View and selected "Classic Menus," and all the missing tabs showed up, including Planning.

    On the menu select View > Tabs to show > Planning

    I, too, cannot see the Planning Tab. When I got to View > Tabs to Show the "planning tab" is already selected as if it SHOULD be visible, but it is not. I have tried repeated to deselect/reselect it to no avail.

    @HMY - do you see any tabs at all (like Bills & Income or Investing)?   If not, then select View > Show Tabs.
