I have Quicken 2013 on an older machine. I purchased a newer PC and am looking for the best way to get my 2013 database working on 2019. Do I need to go to 2016 first?

You can easily go from Q13 to QSubscription without any intermediary version. There actually is no Q19. If you go ahead with this version, it is an annual subscription with all the costs and benefits of a subscription.
