The question is whether it is possible to make a backup using a third-party program, for example Acronis True Image or Paragon Backup

The Quicken data file can be copied and restored outside of Quicken itself, by any other binary image file copy program, as long as you can be sure that Quicken is closed when you take the backup or attempt to restore.
The usual place for a Quicken data file is in C:\Users\username\Documents\Quicken. The file type is .QDF
