Can the full program files be kept on an external drive for future use as well as the periodic backups?

1) Yes, you can simply make a backup of the application for safekeeping.
2) Yes, you can store your backups on external storage as well.

Thank you for reaching out to Quicken Community. To clarify you are able to save a backup using an external drive (USB drive or cloud-based storage) but ensure that you are keeping your active/main files on your local hard drive.
