How can I send an online payment without starting a one-step update?

Frequently I just want to make a quick payment without going through the hassle of having the update also downloading new transactions.

You do have the option of only "connecting" with one account (rather than all your connected accounts) for One Step Update. You can do that from the account register for that account by:
1) clicking on the "Gear" icon in the upper right;
2) Selecting "Update Now"
However this will still download transactions for that account. There is no way to only make payments and not download transactions when you connect to your bank in Quicken.
