The MigrationTool.exe error is typically result of your specific Anti-Virus program blocking portion of the Quicken installation process. The solution is to temporarily disable your AV before install/upgrade of Quicken. If you perform a search of MigrationTool.exe on this community, you will find many posts where most were resolved by temporarily disabling the AV coupled with using the Mondo patch from
this link
to upgrade. Once completed, you can re-enable your AV. Hope this tip helps.
