It just keeps trying to download - I have to shut down the computer to be able to get out of Quicken.

Could be a corrupt file. I suggest you validate your file: File, Validate & Repair File, Validate file.

Validated my files. Still gave the same issue. Sent Vanguard a note on it. Don’t know if it’s from their end, the Quicken program, or user error. Probably the latter. We’ll see.

What version of quicken are you running? Are you using web version or mobile version? Is your data file NOT on a cloud service such as one drive or Dropbox?
