Can I install starter edition over current deluxe edition when renewing?

Cost of starter edition is more acceptable ($35) vs deluxe renewal ($51). If I can't convert to starter, I'm done with Quicken!

You can certainly downgrade. Are you sure Starter will meet your needs? It only works with cash, checking and credit card accounts. No assets, liabilities or investments.
If at some point you decide you don't want to renew Starter you can no longer use your data file. With Deluxe you can still use it although you will lose a chunk of the screen to reminders to renew.

I do use assets, liabilities and cash accounts, so may stay with Quicken for now.
