Can I delete a transaction from a summary report. The transaction doesn't show up in my register.

A transaction appears in my category summary, but not in the register. How can I delete it?

The old "Category Summary" report is only still in the program for legacy purposes and will eventually be removed. It is known to have errors such as this.

Create a new report using the Transactions by Category default report. Not only is it much more flexible, but it will not have errors such as this. You can discard the old Category Summary report.
