Windows 11. After Windows Updates on 5/10, I get "The application was unable to start correctly (0xc0000135)." I've tried turning off Defender, uninstalling/reinstalling Quicken, restarting computer to no avail. Any other suggestions? Thanks!

I experienced catastrophic failure from the 5/10 patch updates. While I did not attempt to launch Quicken, every startup app was failing, and my email client would not launch.
Your only recourse is to uninstall every 5/10 Windows update (I had 2). I also paused any updates for 1 week. After rebooting, thankfully everything returned to normal.
I have not seen nor read any issues with this patch Tuesday, but clearly something is amiss.

On 5/10, I had two updates installed. Removing KB5013628 did not fix the issue. But removing KB5013943 did. Thanks for the suggestion/answer.

I have both, KB5013628 and KB5013943 without any issues - Win11 Pro.  That being said I just found this one too:
    - QWin Deluxe user since 2010, US subscription on Win11
    - I don't use Cloud Sync, Mobile & Web, Bill Pay/Mgr

Read the first link in the post just above your post... in part under all users it says:

This issue is resolved using Known Issue Rollback (KIR). Please note that it might take up to 24 hours for the resolution to propagate automatically to consumer devices and non-managed business devices. Restarting your Windows device might help the resolution apply to your device faster.

Go to Windows Settings, then Windows Update - Update History and scroll to the bottom...

be sure to only select the two from 5/10.
