I apologize about this issue with account connections and error messages. Thank you for looking to the Quicken Community for further information and assistance.
Currently, there is an Open Alert regarding CitiBank and account connectivity issues that is likely related to this situation. I will post the alert here, for your convenience. Any additional details and any available updates will be made available in that thread.
I hope that is helpful.
Thank you,

My citi card was hacked. Got a new card today. Updated info in Quicken, changed my password. Deactivated online access. Got cc-502 error. Restarted Quicken. Tried to reactivate online access. Now get CC-503 error. Please help.0

Got a resolution, first deactivate your Citi account in Quicken. Then add Citi as a new account but link it to your existing quicken account. Had to do this to my 3 Citi accounts.0
