I am trying to restore an old Quicken 98 file and it is saying that the qdbbase.dll is missing. What can I do about this?

What version of Quicken are you trying to restore the file to?

It is Quicken Deluxe Version 6 according to the box

As far as I can tell, Quicken Deluxe Version 6 was the prior version of Quicken 98 and wouldn't be able to open a Quicken 98 data file. You can download/install a free version of Quicken 2004 which should open a Quicken 98 data file.
