I am sorry for any frustration caused by the Exit feature, or any issues related to it. Thank you for asking about this here on the Quicken Community.

First, what happens when you navigate to File > Exit in the upper left-hand corner of the screen while Quicken is open? Is the program refusing to close? Have you tried holding CTRL+ALT+Delete in order to open the Task Manager and close the program?

You don't really "log out" - or need to....
unless paranoid about someine using your computer to access your local Quicken data
