Target import error transactions-unable-to-import-error-ol-221-a

There used to be a discussion that addressed this. The solution was to look for empty <refnum> entries and delete them.

Delete all "<REFNUM></REFNUM>" ignore the " colons

RENUM that look like <REFNUM>79999992237086216108166</REFNUM> are fine.
