Update is downloading same transactions repeatedly ACROSS ALL ACCOUNTS

Not particular to any account, but happening in all accounts:
When I run a one-step update, many but not all transactions, dating back to 10/24, are downloading again. They are removed from the register and loaded into the downloaded transactions pane. This includes RECONCILED transactions. When I go through the process of "Accepting" the transactions into the register, and then one-step update again, the SAME TRANSACTIONS are receiving the same treatment again.

    It MIGHT have found a work-around that's not perfect. I turned off cloud sync and it seems to be working fine for now.
