Why can't I change the budget amount for one category from the carry forward to zero?

I carried forward 2022 actuals to 2023 budget. I have been able to adjust many of the line items, but the interest item is stuck on the 2022 amount.

You mean, clicking the January 2023 Balance field in the _IntInc category line doesn't bring up the dialog where you can Edit the Rollover from previous month amount?

Are you perhaps trying to work with a parent category which has subcategory items? You can only work with lowest level subcategories.
