Pending eBiller (Richland (WA) Utilities)

Hi,
I'm using Quicken Premier, Version 6.11.3 (Build 611.47347.100) on macOS 12.6.2 on an M1 MacStudio.
I have not been able to add my utilities bill as an eBiller for over 6 months (just to be clear, I never have had this successfully added as an eBiller). This is for the City of Richland, WA and is called "Richland Utilities" by Quicken.
I have been able to add other eBillers without any problems. But the Richland Utilities always remains as pending. I've even removed and added it back several times over the past six months without success.
I can log into my Richland Utilities account via their website without any problems.
Any ideas on how to proceed?

First, note that the Biller associated with Richland Utilities is currently degraded. We are aware of this issue, and we will look into this issue further, although we do not have an ETA on a resolution, at the moment. You can view the screenshots below for additional information.
