Can I create three separate checking accounts to track on any version of Quicken? That's all I need.

Yes you can. You can make 3 separate accounts in the same Quicken File.
I'm staying on Quicken 2013 Premier for Windows.

Yes, you can but if you buy Quicken Starter and don't renew your subscription, your data file will become Read Only.
