Real time quotes STILL not real time!

Quicken Windows Subscription Member, Mac Beta Beta
I have Quicken Premier for Windows. Under preferences>investments "real time quotes" is checked yet prices are delayed around 15 minutes. I've seen this brought up as an issue before. Why is it not corrected by now???
