Why can't I find "create new vendor invoice" in the account actions icon?

Question

I just switched from Quicken Home and Business 2015 to Quicken Deluxe.  Its set up is very different and I cant figure out how to add an invoice.

Please advise.

The Deluxe feature level does NOT support the business features.

If you must create business invoices, vendor or customer, or use any other business-related features, you need to upgrade to the Home, Business & Rental feature level of Quicken Subscription again.
