After Windows 11 update KB5028948, Quicken crashes at startup

Windows updated two updates last night to my machine. KB5029263 & KB5028948

This morning on Quicken app launch it does not start and instead presents a send error box regarding a crash last time quicken was opened. I have sent the error a couple times from that box.

I tried opening with ctrl/shift held down but same issue.

I tried uninstalling and reinstalling Quicken and the latest patch update, same issue.

I tried uninstalling windows update KB5029263, same issue.

I tried uninstalling windows update KB5028948, and that does get Quicken to run again.

I have paused updates on my Windows machine for 7 days hoping this Quicken issue can be resolved by then.

    I didn't have an issue with the latest Windows 11 update. 2023-08 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5028948) was successfully installed and I have no problem launching and running Quicken.
