why is the Electric utility listed as an "Income" instead of an "Expense" and how do I change it?

Most likely the entire Household structure of categories was incorrectly created as an Income category.
Go into Tools / Category List and look for these categories.
Change "Household" category type from Income to Expense.

I made electric a subcategory of Bills and Utilities then deleted the income subcategories
