Anyone have issues with Bill Manager?

When I try to agree to the Terms of Use, I get a 403 Forbidden response when connecting to the REST endpoint.

    Apparently, Quicken has been having trouble with their servers, and the Billpay service provider service was down as well. It appears to be back up today, however, in my case I have to re-enable my accounts for billpay by doing the setup as when I first set it up. Good luck!!

    I had already re-enabled my accounts. This is just to accept the terms and conditions of the feature.
