Trying to re-activate my Merrill Lynch Inv. Brkr acct gets message "Don't add to Quicken"

Quicken Windows Subscription Member
Message appears on a Quicken page "Activate One Step Update" when I try to reactivate my brokerage account that has been disabled since Jan 2 due to OL-294.
Is "Don't add to Quicken" now a permanent condition?
Quicken Classic Deluxe, R53.32 - 27.1.53.32, Windows 11

AFAIK, this message usually appears when you're trying to activate an account in Quicken, but all account registers in Quicken are already activated.
Before you can activate an account, it has to be correctly deactivated first.
